Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

GENERAL ITEMS

9. APPROVAL OF SETTLEMENTS FOR LOT 20, BLOCK 1758 AND LOT 17, BLOCK 1760 FOR NORTH PORT'S SEVENTH ELEMENTARY SCHOOL
Description
On October 5, 2010, the School Board authorized the acquisition of scores of contiguous, quarter-acre, residentially-zoned lots off Haberland Boulevard in North Port for a future elementary school.  The district successfully negotiated the purchase of all but 15 parcels by June 2011, after which an eminent domain suit was filed to obtain the remainder.  On September 12, 2011, the Circuit Court authorized an Order of Taking granting all 15 parcels to the district.  The prior owners now may accept the appraised value for the parcel, may go to trial to seek a higher award, or may negotiate a settlement.  For Lot 20, Block 1758, the prior owner seeks Board approval of a payment of $11,330.00 inclusive of land value, attorney fees, and any other costs.  For Lot 17, Block 1760, the prior owner seeks Board approval of a payment of $10,500.00 inclusive of land value, attorney fees, and any other costs.

Recommendation
That the School Board approve the settlements of the eminent domain action for Lot 20, Block 1758 in the amount of $11,300.00, and for Lot 17, Block 1760 in the amount of $10,500.00.

AGREEMENTS/CONTRACTS

10. APPROVAL OF CONTRACTED SERVICES WITH PROFESSIONAL DEVELOPMENT FOR ACHIEVEMENT
Description

This contract provides writing training workshops at various schools throughout the district.  This contract in the amount of $80,000 is in excess of the $50,000 limit, which requires School Board approval.



Recommendation

That the contract with Professional Development for Achievement for writing training workshops be approved as presented.

 



11. APPROVAL OF THE UNIVERSITY OF FLORIDA ARTICULATION AGREEMENT BETWEEN THE UNIVERSITY OF FLORIDA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The Articulation Agreement between the University of Florida and the School Board of Sarasota County describes the terms and conditions for qualified high school students to enroll in the Dual Credit Enrollment courses.



Recommendation

That the Articulation Agreement between the University of Florida and the School Board of Sarasota County, Florida, be approved.

12. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND VETERINARY/ANIMAL CARE FACILITIES
Description

The School Board offers to enrolled students a Veterinary Assisting Program and the Veterinary/Animal Care Facility manages a Veterinary Animal Care Facility.  The School Board desires to provide to its students a clinical learning experience through the application of knowledge and clinical skills in a Veterinary/Animal Care Facility and the Veterinary/Animal Care Facility has agreed to make its facility available to School Board for such purposes.

GRANTS

13. APPROVAL OF THE ARTS CONNECT GRANT PROPOSAL TO THE NATIONAL ENDOWMENT FOR THE ARTS FOR MIDDLE AND ELEMENTARY SCHOOLS
Description
COMPETITIVE: Grant funds of $51,083 will provide teacher and artist training, artists-in-residence, and field trips to community arts venues for teams of teachers and their students from eight elementary and middle schools.

Recommendation
That the School Board of Sarasota County approve the Arts Connect grant proposal.

14. APPROVAL OF THE EARLY HEAD START GRANT APPLICATION TO CHILDREN FIRST FOR PRE-K PROGRAMS IN NORTH AND SOUTH COUNTY
Description

NON-COMPETITIVE: Grant funds of $200,160 will provide classroom materials and supplies, training and extra duty days for early learning teachers.



Recommendation
That the School Board of Sarasota County approve the Early Head Start grant application.

15. APPROVAL OF THE STEM GRANT APPLICATION TO THE GULF COAST COMMUNITY FOUNDATION OF VENICE FOR SOUTH COUNTY MIDDLE AND HIGH SCHOOLS
Description
NON-COMPETITIVE: Grant funds of $284,500 will be used to develop, expand and promote student experiences in STEM-related activities, including summer camps, STEM clubs, and student internships and mentorships; provide professional development to STEM teachers; and develop "Classrooms of Tomorrow" in all middle school science classrooms.

Recommendation
That the School Board of Sarasota County approve the STEM Grant proposal.

16. APPROVAL OF THE FACILITATING STUDENT-BASED AQUACULTURE RESEARCH VIA OUTDOOR (GREENHOUSE) CLASSROOM PROJECT-BASED ACTIVITIES FOR RIVERVIEW HIGH SCHOOL
Description
COMPETITIVE: Grant funds of $69,823 will provide infrastructure for the greenhouse being constructed on the Riverview High School campus.

Recommendation
That the School Board of Sarasota County approve the Facilitating Student-Based Aquaculture Research via Outdoor (Greenhouse) Classroom Project-Based Activities grant proposal.

FIELD TRIPS

17. APPROVAL OF THE SARASOTA HIGH SCHOOL VARSITY BASEBALL TEAM FIELD TRIP TO SANFORD, NORTH CAROLINA, ON MARCH 28, 2012 THROUGH APRIL 1, 2012
Description

This is a National High School Invitational Tournament.  Students will have an opportunity to interact with students from around the United States and tour several of the top universities in the area.



Recommendation
That the Sarasota High School varsity baseball team field trip to Sanford, North Carolina, on March 28, 2012 through April 1, 2012, be approved.

18. APPROVAL OF THE BOOKER HIGH SCHOOL VPA DANCE FIELD TRIP TO UNIVERSITY OF THE ARTS, PHILADELPHIA ON MARCH 7, 2012 THROUGH MARCH 11, 2012
Description
Students will take daily classes from industry professionals and will have the opportunity to meet with college recruiters, audition for college and summer program scholarships and perform in various shows.

Recommendation
That the Booker High School VPA Dance field trip to University of the Arts, Philadelphia, Virginia, on March 7, 2012 through March 11, 2012, be approved.

EXPULSIONS

19. APPROVAL OF EXPULSION CASE NO. 11-304
Description
School Board Policy 5.34(4), permits the Board to hold in abeyance, the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in an alternative school.

Recommendation
That Expulsion Case No. 11-304, be held in abeyance per School Board Policy 5.34.

20. APPROVAL OF EXPULSION CASE NO. 11-375
Description
The student listed in Expulsion Case No. 11-375, is in violation of an accepted Deferred Expulsion Agreement for school placement.  On March 3, 2011, the student listed in Expulsion Case No. 11-375, violated School Board Policy 5.34(1)(d), Inappropriate Sexual Activity on Campus.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 2, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes, and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-375, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 2 of the 2011-2012 academic year.

21. APPROVAL TO RESCIND STUDENT EXPULSION ABEYANCE CASE NO. 11-242
Description
School Board Policy 5.34(4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student has been withdrawn from the Triad program and expulsion reinstated for non-compliance and non-attendance.

Recommendation
That the abeyance of Expulsion Case No. 11-242, be rescinded per School Board Police 5.34(4).

22. APPROVAL OF EXPULSION CASE NO. 11-271
Description
The student listed in Expulsion Case No. 11-271, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On January 12, 2011, the student listed in Expulsion Case No. 11-271, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 1, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-271, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session, until August 1 of the 2012-2013 academic year.

Description
On September 15, 2011, the student listed in Expulsion Case No. 12-028 violated School Board Policy 5.32(1)(e), Battery on a School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until October 25, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-028, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session until October 25 of the 2012-2013.

Description

The student listed in Expulsion Case No. 11-275, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On January 20, 2011, the student listed in Expulsion Case No. 11-275, violated School Board Policy 5.34(1)(d), Fighting.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-275, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

Description

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-193, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 18, 2012.

27. APPROVAL TO AWARD BID #12-0149 FOR MIDDLE SCHOOL SCIENCE CLASSROOM FURNITURE
Description
Bids to provide 'Middle School Science Classroom Furniture' were received from seven vendors on August 24, 2011.  The bids of Contrax Group, LLC, and Fleetwood Group were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in grant monies allocated for the project.

Recommendation
That the bids of Contrax Group, LLC, and Fleetwood Group, to provide 'Middle School Science Classroom Furniture' in an amount not to exceed $105,000, be approved for award and purchase.

28. APPROVAL TO AWARD BID #12-0107 FOR METAL FABRICATION
Description
Bids to provide 'Metal Fabrication' were received from three vendors on September 14, 2011.  The bid of Innovative Contractors was the best low bid meeting the advertised specifications based on a sealed scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital funds allocated to the Facilities Services Department.    

Recommendation
That the bid of Innovative Contractors, to provide 'Metal Fabrication' in an amount not to exceed $80,000, be approved for award and purchase.

Description

Bids to provide 'Fresh Bread Products' were received from two vendors on September 8, 2011.  The bid of Flowers Baking Company of Bradenton was the best low bid meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  Funds for these purchases are contained in the Food and Nutrition Services budget.

CONSTRUCTION

30. APPROVAL OF NON-EXCLUSIVE EASEMENT AT VENICE HIGH SCHOOL BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE CITY OF VENICE
Description
This easement will provide an easement for the force main and sanitary sewer lift station for operation and maintenance.  This easement has been approved by the School Board attorney.

Recommendation
That the Non-Exclusive Easement at Venice High School between the School Board of Sarasota County, Florida, and the City of Venice be approved as presented.

31. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $602,516.63 in gross contract dollars.

Included in these change orders are $679,365.01 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $639,593.55 result a net of $39,771.46 in sales tax savings.

New Business
32. APPROVAL TO AWARD RFP #12-0127 FOR GROUP MEDICAL INSURANCE
Description
Proposals to provide 'Group Medical Insurance' were received from five vendors on July 7, 2011 and evaluated through a committee process.  The proposal of Blue Cross Blue Shield of Florida, Inc., was the best proposal meeting the advertised specifications.  The proposal of Valery Insurance Agency was non-responsive to the requirement to submit health plans and alternative health plans.  This proposal is effective for an initial period of January 1, 2012 through December 31, 2012.  Rates/fees will be renewed on the contract anniversary date, January 1.  The rates for these services reflect a $3,325,015 reduction in costs from the current rates.

Recommendation
That the proposal of Blue Cross Blue Shield of Florida, Inc., to provide 'Group Medical Insurance' in the amount of $32,603,038, be approved for award and purchase.

33. TERMINATION OF LEASE AGREEMENT AND OPERATING AGREEMENT WITH THE POLICE ATHLETIC LEAGUE
Description
Termination of the lease and operating agreement between the School Board and the Police Athletic League for the Sailor Circus will facilitate a new lease and operating agreement between the School Board and Circus Sarasota.  This termination also clarifies transfer of both equipment and funds directly from the Police Athletic League and Circus Sarasota.

Recommendation
That the Board approve the termination of the lease agreement and operating agreement between the School Board and the Police Athletic League as presented.

34. APPROVAL OF LEASE AGREEMENT AND OPERATING AGREEMENT FOR THE SAILOR CIRCUS WITH CIRCUS SARASOTA
Description
The Board transferred oversight of the Sailor Circus to the Police Athletic League in January of 2004.  Since that time the Police Athletic League has continued the proud traditions of the Sailor Circus.  Recent conversations between School Board staff, the Sheriff, and Circus Sarasota have led to a model that would change this relationship from the Police Athletic League having oversight of Sailor Circus to Circus Sarasota taking that role.  Circus Sarasota is a long standing and well respected organization with both professional circus performers and a leadership structure that will benefit the students and staff of the Sailor circus for years to come.  These agreements establish the circumstances and operating procedures under which that relationship will be executed.  Note that the agreement includes both a commitment to the traditions of the Sailor Circus and a commitment to enrollment and performances.

Recommendation
That the Board approve the lease agreement and operating agreement between the School Board and Circus Sarasota, Inc., as presented.
